You're already doing something right by using it here. How proficient would you say that you are right now? The optimal approach to learning English will vary depending on your skills. Out of curiosity, what is your native language?
I would recommend watching things that align with your personal interests. It should make it easier to follow if you don't have 100% comprehension but already understand the subject. Personally I like The Great War, a week by week account of World War 1 as it happened a hundred years ago. And I've been watching a lot of Retro Report by the New York Times
I would suggest trying to find an english speaking person that you could practice speaking to over a VoIP client. Another method which i think works well is to play video games because you may learn new words and you also hear many different dialects.
After a while in the US, I was able to pick up vocabulary better with UK shows. They seem to favor different words and expressions. I stayed away from Scottish though as I can't understand a lot of it. I watch a lot of TV now via Netflix and it has became my tutorial for English. I don't know if it is available where you are. Of course, It also helps to live in the US or UK so that you have to use your English. Also, I've noticed that the better English speakers are the ones who immitate by watching a lot of English television. As for writing, I make sure in writing that I'm using the right word so I use a dictionary a lot. My speech is simple in comparison but I'm able to get by great now. I have my computer launch flash card program when it boots to remind me to expand my vocabulary and practice a bit. I also use howjsay to learn pronunciation of words. I've yet to find a word that wasn't on there. However, the guy sounds British if you are going for or live in US. I've not had a problem though. I've even went to the website to play the name of my medicine to a pharmacist and he said he didn't even know the correct pronunciation till then.
I'm from France. It's difficult to answer your question. Firstly I'm in high school. I can understand a text "rather simple" with common vocabulary. But if I read a text more elaborated,several words will not be understood. Concerning the oral, I can understand more or less a person talking like a journalist. Nonetheless I would find it difficult to twig someone talking to me in the street. I'm aware that my written and my oral expression can be improved.

Les Ted Talks : ce sont des conférences parlant de tout faites par des spécialistes. Vous trouverez sans problème des sujets qui vous intéressent. Généralement, des sous-titres français sont disponibles, c'est l'idéal pour débuter si vous avez du mal à comprendre en vost (version original sous titrés). Le plus intéressant est tout de même de passer rapidement à tout lire en vost pour enrichir votre vocabulaire et vous familiarisez un maximum avec l'anglais. Les séries et les films en VO : nous vivons à l'âge d'or des séries, nous avons un accès immédiat à des milliers de films et d'épisodes en VO, c'est surement le moyen le plus cool de progresser en anglais car c'est quand même mieux de voir quelque chose en VO qu'en VF. Vous pouvez trouver les sous-titres de vos épisodes ici : Addic7ed . Ou plus simplement, copier/coller le nom de votre fichier et ajouter "english subtitles" et vous pourrez trouver sur le net un fichier sous-titres compatible avec votre vidéo. Quelques suggestions de séries : The Wire, The Sopranos, Breaking Bad, True Detective, Treme, Game Of Thrones, House Of Cards. En mini-série : Black Mirror, Luther, Rectify, Utopia, Firefly. En sitcom : Arrested Development, Community, It's Always Sunny In Philadelphia, Archer. La lecture : d'articles sur The Economist ; The New Yorker (ou autres). Si vous lisez beaucoup, vous devriez penser à investir dans une liseuse. Avec un Kindle, il y a un dictionnaire intégré qui permet, en restant appuyé une seconde sur un mot, d'avoir sa définition. Avec le logiciel Calibre, vous pouvez gérer votre bibliothèque d'ebooks et télécharger l'actualité (gratuitement). Par conséquent ça vous permet chaque semaine de lire The Economist/The New Yorker dans les transports. Personnellement, j'ai atteint une très bonne compréhension en anglais et je peux maintenant lire assez facilement tout et n'importe quoi. J'ai encore un petit problème avec l'oral car je n'ai jamais eu l'occasion de partir dans un pays anglophone pendant une longue durée.
Ah je pensais pas tomber si vite sur un Français! Je connaissais pas Google Dictionnary, ça a l'air vachement utile. Pour ce qui est des Ted Talks j'en avais déjà entendu parlé mais j'étais jamais allé voir. Ça sera chose faite. Concernant les séries je me suis mis à regarder Better Call Saul en sous-titré anglais. Je comprends à peu près, ça va pour ça. Je m'étais dit qu'il faudrait que je commence Sur Ecoute et les Sopranos. Mais je préfère les voir avec des sous-titres français histoire de ne rien loupé.
Breaking Bad, Game Of Thrones et House of Cards je vais attendre d'avoir oublié les événements pour peut-être les voir en Anglais. Et pour les mini-séries (merci je les connaissais pas), ça peut être cool à voir en VO.
De toute façon, à part pour les conférences Ted, je pense qu'il vaut mieux que je regarde avec des sous-titres pour l'instant. J'ai téléchargé il y quelques temps l'appli BBC news et j'essaie d'y aller régulièrement. Après c'est vraiment des trucs courts, ça ressemble plutôt à des longues dépêches. Sinon ma soeur est abonné à Time Magasine. Faudra que j'essaie des les lire.
Sinon j'ai une liseuse, mais il y a certains livres que je préfère lire en Français pour les comprendre pleinement. C'est plutôt les nouvelles ou ceux que j'ai déjà lu en Français que je devrais lire en Anglais. Par contre j'ai pas très bien compris comment je pouvais avoir des journaux sur mon Kindle. Voilà je pense avoir tout dit. Merci encore pour tes conseils.

C'est déjà très bien de prendre ces initiatives au lycée ! Alors pour télécharger des journaux avec Kindle, il faut installer le logiciel Calibre : http://calibre-ebook.com/ Une fois installé, dans la barre du haut tu cliques sur "Récupérer des actualités" et là tu as une liste par pays de tous les journaux disponibles en téléchargement. C'est assez pratique si tu veux te tenir au courant de l'actualité. Je viens d'avoir 22 ans, j'ai 1h30 d'anglais par semaine à la fac (je viens de finir mon master 1) mais c'est pas avec ça qu'on progresse :/ J'ai pas besoin de l'anglais pour l'instant mais aujourd'hui c'est quelque chose d'essentiel que ça soit plus tard en entreprise ou pour communiquer sur internet. J'ai toujours passé pas mal de temps sur le net et de fil en aiguille je me suis retrouvé sur des forums comme Hubski et voilà :) Si tu as des questions sur ton orientation post-bac n'hésites pas. Je sais que les résultats APB sont déjà tombés mais on sait jamais. A+!
For expanding your vocabulary, I'd recommend you read some books that are at a light reading level. I myself, while I love to read, have a hard time doing it. So I figure books that I find easy might work out just right for you. With that in mind, John Steinbeck would probably be a great place to start. His novels in and of themselves are fairly easy to read and he doesn't use too many words that'll make you scramble for a dictionary every other paragraph. Pulp novels, like the John Carter Series by Edgar Rice Boroughs, while science fiction, are also easy to read through. Plus, they're good old fashioned fun. As for expanding your grasp of the spoken language, don't judge me here or think I'm insulting you, but I'd really recommend you watch cartoons. Because they're created with children first in mind, they tend to use simplified vocabularies. At the same time, they're often colorful enough to keep your attention even when you can't understand everything that is being said. This is the perfect time to watch them as well, because even though they're meant for children, a lot of adults watch them too, so a lot of the stories don't shy away from higher concepts. I don't know if France has Netflix, let alone shows American cartoons, but if it does, that's a great place to start.

Thanks for your advice. I have ever read Of Mice and Men in French and I intented to read The Grapes of Wrath. What's more I have an E-reader so that would be simplified.

I didn't know bilingual books existed. I don't know if they're a good idea or not. Sorry. I guess I used a term that doesn't translate well. What that means is I don't know if they France has Netflix and I know even less whether or not they show American cartoons. You should watch what you want to watch. If you find a show you like, even if it's not a cartoon, stick with it. Learning a language should be fun. That's awesome! Where in France? I'm an American who spent a summer studying in Rennes a few years ago. taco and rd both gave great advice, I would also say to have a dictionary handy and stop whenever you find a word that you do not understand and make note of it so you can learn it. If you have ability watch American TV shows or listen to American music I would recommend that as well. humanodon teaches English as a second language and I'm sure he can give you some great advice.
