Any chance you could whip out an income delta over the same period? Maybe even a Gini coefficient?

I couldn't find delta income on a whim (and ArcGIS Pro crashed literally 9 times), but I did find median incomes for 2000. Counties in blue have a median income below the mean, red counties are the same as above. Both layers have 50% transparency so the purpleish counties are the overlap:

I found median incomes in each county, and labeled counties that are below the national mean blue. So one county might have a median income of 20k, which is below the national average.

Yes. I'm asking how there can be any purple counties, considering "above" and "below" the mean are mutually exclusive categories, to my understanding of your process.

I was confused when I read it the first time too, but in "red counties are the same as above" "above" meant the grandparent comment, not "above the mean".
